Lokir of Rorikstead is a horse thief from the North. On the way to Helgen at the start of the game, he is imprisoned in the same prison carriage as Ralof, Ulfric, and you. At the time of the Imperial ambush on the Stormcloaks, he had stolen a horse and was riding it past the frontier. Apart from the player, Lokir is the only non-Stormcloak prisoner on the cart. When his name is called, he will be overcome by the fear of being hanged for his robbery and attempt to flee, only to be shot down by archers.
Lokir: I’m Lokir “Stormcloaks, you’re a jerk. Until you came along, Skyrim was perfect. Empire was pleasant and sluggish. I might have stolen the horse and been halfway to Hammerfell if they hadn’t been looking for you. You’ve arrived. We shouldn’t be here, you and me. The Empire is after these Stormcloaks.”

During the introduction, Lokir was one of the offenders apprehended and transported to Helgen. When Lokir was about to steal a horse and flee to Hammerfell, he was caught in an Imperial Army trap set up to catch Ulfric Stormcloak and his top men. During the ride to Helgen, Lokir chastises Ralof, a Stormcloak, for causing so much havoc that the Imperials caught him riding towards Hammerfell while searching for Stormcloaks. He then informs the Last Dragonborn, who was also caught in the trap and is among the cart’s captives, that none of them should be here, only to be told that they are now both “brothers and sisters in binds.”
Lokir is terrified when he learns that he is traveling with Ulfric and, as a result, will be killed with the others in the cart. He desperately attempts to convince the Imperials that he is not a Stormcloak. His pleadings, however, are ignored, with Ralof asking him to face his death with bravery, and he is sentenced to death. Lokir tries to escape the execution in a last-ditch effort to avoid being executed, but is shot down by Imperial archers.

Toddroll, also known as You’re Finally Awake and Skyrimroll, is a copypasta bait-and-switch meme similar to Everyone Walk the Dinosaur in which the person posting tells a story and then loses consciousness in some way, returning to the back of the cart in the beginning cutscene of the video game The Elder Scrolls V: Skyrim, much of the time “Hey, you’ve finally woken up. Although the origin of the meme is unknown, it started to circulate around the time of the announcement of Fallout 76 on May 30th, 2018. On June 4th, 2018, the first known Toddroll post appeared on Imgur[1].
