It’s worth noting that as soon as you apply a new rule, Vault starts purging data that has outlived its retention coverage period. This can include information that users intend to retain. Do not start a new rule until you’ve double-checked that it’s configured correctly.
It should be noted that while Vault is a great tool for archiving, searching, and exporting your company’s email, hangouts, and drive data, it should not be used as a backup or recovery method.

I assume your retention settings are appropriate for your needs. I’m not sure what a hold’s aim is. And if a user deletes an email or a document from their drive or team drive, it remains in vault. However, deleting a user also deletes their vault results.
According to my understanding of how retention policies and holds operate, if you have a limited period retention policy, a hold can establish special exceptions for the users to whom it has been assigned that exceed the retention policy, allowing them to access data past the retention date. However, since you have an infinite retention policy package, holds are meaningless in your use case. If a user’s profile is to be removed, you have 20 days to restore the account before the data is lost, as tsheets points out.

Your old procedure will continue to work, so you will no longer be reliant on Takeout.
You can scan for a user in Vault and export their email to a PST register (or MBOX). This will export ALL mail files, including deleted objects, whereas a Takeout or Outlook download would only have gotten you the stuff you wanted. You have unrestricted room on Drive. Shift ownership from them to a user you want to keep using the Drive transfer feature (or to an admin account.) Until DELETING AN ACCOUNT, ALWAYS Pass DRIVE OWNERSHIP. Suspended users’ drive objects can still be used by those who have access to them. People won’t know the “Fired Man” owned the spreadsheet until you delete the consumer (you still have the 20 days to restore.)
