Dr. Alice Owen is the Executive Director of the Texas K12 CTO Council, a state chapter of CoSN that provides assistance to Texas school district chief technology officers. With a background in teaching, assessment, professional development, and project management, she retired from education after 38 years. Her most recent position was Division Director of Technology in Irving ISD, where she was responsible for all aspects of technology operations, including infrastructure, information systems, and technical services. She oversaw one of the nation’s longest-running 1:1 laptop programs, offering computers to over 12,000 teachers and students on a 24-hour basis.

We recently traveled to the charming town of Georgetown, Texas for the Texas K12 CTO Council chapter’s annual TX CTO Summer Clinic 2019, a two-day meeting. The Texas K12 CTO Council, established in 2003 by Texas school district Chief Technology Officers (CTOs), was the first chapter of the Consortium for School Networking (CoSN), a leading professional organization for school district technology leaders.
The TX CTO Summer Clinic seeks to boost student learning by bringing together education leaders from around the state to address technology needs in school districts. The theme for this year was building a trusted learning environment with a focus on physical, network, and data protection, which perfectly aligned with our joint presentation with Humble Independent School District (ISD): Identity Management Success Stories & Lessons Learned from Humble Independent School District.
The presentation by Humble ISD centered on how the district used RapidIdentity, our Identity and Access Management (IAM) solution, to not only simplify user and identity provisioning and management, but also to build a security footprint and policy practice that was easily embraced by the entire school district.

Teaching soon becomes a learning experience in and of itself as patterns and emerging technology drive creativity in the classroom. These lessons will assist teachers in expanding their students’ learning limits and overcoming the educational difficulties they encounter on a regular basis.
Frankie Jackson, director of strategic initiatives for the Texas K–12 CTO Council, and Stephan Waba, educational technology specialist at the Austrian Federal Ministry of Education, Science, and Research, both value this approach.
During their session “Driving K–12 Innovation” at CoSN2021 on Wednesday, the duo shared these observations. Jackson and Waba spoke about the latest CoSN study (of the same name) and answered questions from the audience.
To bring the “Driving K–12 Innovation” sequence to life, a global advisory board (which included Jackson and Waba) shared more than 550 online discussions in the paper. Their ideas focused on the challenges that education will face in 2021, as well as ways to accelerate growth and the technologies that will be needed to promote innovation.
