It comes from the word “rice burners,” which Harley owners used to refer to Honda motorcycles in the 1960s (Honda didn’t sell cars in the US until the 1970s). A 1960s Honda was no better than a Vespa scooter as compared to a Harley, and Honda’s promotional strategy did not win over Harley owners (“You meet the nicest people on a Honda,” suggesting that you didn’t on a Harley).

Young Asian men who introduce unnecessary and excessive customization and decoration to their Japanese/Korean/whatever vehicles, or the cars themselves (also known as rice-burners), are referred to as rice-burners.
Maybe derived from the term ‘ricerocket,’ which was once used to describe small, sporty Asian automobiles. As a result, a ricer is anybody (not just Asians) who buys a rice rocket and ‘tricks it out’ by adding neon lights to the ground and other stupid baubles. I’ll admit that I’m not familiar with auto culture, but I’ve never understood the term ‘ricer’ to refer to men of Asian descent. It’s certainly a derisive word, but I believe the ‘Type-R’ phenomenon transcends race. What is a ricer?

The “ricer” tries to improve the “performance” of their car by making the modifications mentioned above. Although these ricers are not limited to any one ethnic group or color, some ethnic groups are known for specific styles. Risers are Honda Civics with large spoilers and four-inch exhaust tips. Any adolescent or young adult who modifies a Japanese import car, usually a Honda, with resonably inexpensive aftermarket parts that have no impact on engine output. Aftermarket exhaust, intakes, wings, lights, and stickers are examples of such parts. NOS and VTEC Sitckers are the most common additions. When the hood is raised, however, the engine is not a VTEC and no Nitrous Oxide system is mounted.
