How to create rules to move email messages to different

I’m trying to figure out how the rules’ hierarchy behavior work. I need email messages with relevant subject information sent to a specific folder. I have found that certain rules are server-based and must be completed before leaving the ‘cloud,’ and that OWA rules seem to clash with Outlook rules.
Client-side rules that have behavior that enable Outlook run only if Outlook is running. Moving messages to local pst directories, as well as adding a group or a flag, are both examples of this. When a server rule moves a message while Outlook is closed, any client-side rules that apply to the message will not be enabled.

Over the last few weeks, we’ve noticed an unusual problem. Outlook seems to be waking up and is now automatically arranging messages for users who don’t have any inbox rules. We had a few other people open tickets claiming they never got the message, but we were able to find the message sitting unread in a separate folder in both of those instances. There are no inbox or sweep rules for either of these workers. I searched at the Outlook (2016/365) settings and couldn’t find anything that required any form of automated intelligence to transfer messages based on how they were transferred previously. I’m perplexed. Is this happening to someone else?
