This is a quick overview of the DECnet protocol suite’s Maintenance Operation Protocol (MOP), an old remote management protocol. It’s aged, infrequently used, and in most cases unnecessary. However, based on our observations during network evaluations, it appears that many network administrators and other users are unaware of this protocol. MOP isn’t even mentioned in any of the hardening guides we’ve seen.
We’ve seen cases where client networks disabled remote management protocols like Telnet and SSH, as well as layer 3 connections to routers/switches, but clients were still able to link to Cisco devices via MOP. Since MOP is a layer 2 protocol, it does not require IP connectivity; a link local connection suffices. However, this restricts access to computers on the local network.
MOP is still supported by default on all Ethernet interfaces, which is a fun reality! MOP was allowed by default on a 2921 with IOS version 15.4(3)M3 (June 2015) when we checked it. The following is an excerpt from Cisco’s Device Resiliency and Survivability guide:
