A photograph can be censored in a variety of ways, the most common of which are painting over and pixelating. The first form of censorship includes painting a black (or some other color) box over a portion of a picture, probably with a “censored” mark on it:
Let’s get one thing straight: censorship is unavoidable. Initial pixels in the image that have been painted over or blurred cannot be restored. However, using Inpaint, it is possible to retrieve a portion of the original information by using the surrounding (uncensored) pixels.

Unfortunately, the answer is no. As previously stated, the censored image no longer contains details about face or body features. After all, isn’t that the point of censorship? And Inpaint can only restore the image’s censored area by examining the image’s other sections and adding them as a patch to the censored area. There’s nothing you can do about it as long as your picture doesn’t show another clone of the same face.
