TAP systems are software-only virtual network kernel devices that are not backed up by hardware network adapters. TAP drivers are designed with low-level kernel support for Ethernet tunneling and are used to make TAP devices work.
If you receive the message All TAP-Windows adapters on this device are currently in operation, or if your VPN program is having trouble starting, try restarting the TAP Adapter. To do so, go to Control Panel > Network and Sharing Center > Network Connections > Change Adapter Settings.
You’ll find that one of the local area connections has the word TAP-Windows Adapter next to it. Disable it by right-clicking on it. Right-click it again after a few seconds and select Enable. Reconnect to see how it works this time.

I just got a new machine and am having trouble getting eCatcher to function properly. When I try to connect to an eWON, it says that the TAP-WIN32 driver could not be configured. I note that the driver is absent from my network and sharing center. I attempted to run the addtap.bat file as described in this KB:

Okay, that’s perfect. This didn’t help, but it did lead me to the source of the problem. I had a second Tap windows adapter connected to Ethernet in the network connections. All is now functioning properly after I removed the adapter. Thank you for your assistance. You may want to keep this in mind for future troubleshooting.
This renames and installs a second tap adapter. This can be achieved after the installation is complete. Before running this patch, you will need to install both Sophos and Ecather. The install.bat script can be found in the Talk2mVpnService > driver folder in the installation driver folder. The script creates an adapter and renames it to ecathcer. Otherwise, go to the OpenVPN Group Downloads page and either download the new OpenVPN package or, if you think this is a problem, scroll down a little further on the same page and download the Tap-windows package for your device. Many sources recommend allowing the TAP adapter in Control PanelNetwork and InternetNetwork Connections, but I don’t see it there. Now that I’ve run addtap.bat, which comes with OpenVPN, I’m still not seeing any TAP adapters, and logging into the VPN is still failing. Running Windows 7 Home Premium on an HP Pavilion dv7 4050ed is the performance of addtap.bat. It used to work, but I recently had to reinstall my laptop, and I used the restore disks I made when I first got it. All else seems to be in working order.
Then I discovered a tip to install OpenVPN (version 9) after OpenVPNGui, since OpenVPN version 8 is installed by default. Now that I have a v9 TAP driver in Device Manager, it still doesn’t function, and it appears in Device Manager with an exclamation mark, but not in my network devices.
I was having the same issue as you. Installing the newest version of the OpenVPN Interface (openvpn-2.0.9-gui-1.0.3-install), rebooting, stopping OpenVPN, and then installing only OpenVPN (openvpn-2.1.3-install) over the top of the original install operated for me. Make sure you’re running these installations with administrative privileges.
