The payments will not go through; if you look at the links, you’ll see that PayPal is giving customers a big red error message. PayPal doesn’t seem to be performing some form of investigation; instead, they seem to be blocking all transactions involving the word Tardigrade somewhere in the related document.

It isn’t flagged or reviewed; it is simply denied with a vague error message suggesting that PayPal’s terms of service were violated by anyone, somewhere. The method actually fails because no money leaves the customer’s account and no money arrives in the vendor’s account.

If it’s from a non-US PayPal account, there’s probably nothing there that will answer your original request to block a particular payment, but it’s a good idea to check the settings anyway.
