Dell Windows Media Center was the one who used to index the folder where uTorrent was downloading the file!
My dilemma was solved when I deleted the folder from the Dell Windows Media Canter Library!!
Since then, I haven’t had to deal with the problem!!

I tried all of the suggested ideas, but they didn’t work. For any directories/folders where I was saving the downloads, I disabled Windows Search Indexing (W10). The issue has been resolved! I was able to work out that this was the solution thanks to everyone’s input. I wouldn’t have found the answer if I hadn’t read through all of the feedback and potential ideas first.

– Error in the CD ROM Device Manager One of my clients brought in a Dell Latitude laptop with a CD-ROM problem. The owner claims that he is unable to access his CD. Samsung CD ROM SN-124 is the model of his CD ROM. Upon closer examination, I discovered that the gadget (CD-ROM drive) was missing from his My Computer (as you can see on the image below) Since I had the CDROM disassembled a week before due to a display issue, I initially assumed the problem was with the link. Since the CD Rom is a snap-in sort, I was able to take it out and put it back in without difficulty. The issue continues after signing into Windows. Then I looked in the Device Manager (right-click My Computer, choose Properties, then Hardware and click on Device Manager). A yellow exclamation mark shows that there is an issue with the CD ROM, as seen in the image below.

If not, either disable Indexing for the location you’re downloading to as well, or physically transfer the download location in Explorer, then right-click the torrent and pick Advanced, then the new download location.
I’d start by making uTorrent an exception in your antivirus’s programs that check new downloads. I’d also suggest setting uTorrent to pre-allocate the space needed for the torrent; this will prevent you needing to build a.!ut file, which will then be scanned by your antivirus when it completes.
When you try to access or listen to media in WMP while it is still downloading, this happens as well. The.!ut file can not translate to the complete file in WMP. That’s why I pre-allocate my torrents and preview unfinished files with VLC.
