The following is an update: A colleague told me that the misconception that QOS consumes 20% of bandwidth is untrue. You can read Microsoft’s official response to this here, and it’s also been debunked on LifeHacker. Make changes at your own risk.

Why reserve bandwidth for Windows Update because I don’t use it on a regular basis, and I don’t believe the majority of users do? To remove this restriction, open the Run window and type gpedit.msc:
This brings up the community policy editor. Select Computer Configuration > Administrative Templates > Network > QOS Packet Scheduler > Limit Reservable Bandwidth from the Local Computer Policy. If you get lost in the navigation tree, the screenshot below should help:

Q: When I try to view my website, it shows the following: The Bandwidth Limit Has Been Surpassed Due to the site owner’s bandwidth cap, the server is temporarily unable to service your request. Please come back later and try again. A: The amount of bandwidth that can be used per month is restricted in any hosting kit. When you send or receive e-mail, as well as when someone visits your website, bandwidth is used. If your account’s bandwidth cap is reached by the end of the month, you will no longer be able to send or receive email, and your website will show a message showing that your bandwidth limit has been reached. If this happens, you’ll have to update your hosting account (recommended if you consistently reach your bandwidth limit).
