Yes, the alarm will sound whether or not the phone is turned off (with all due respect to my friend Ocean). I use my iPhone solely as an alarm clock. I typically don’t use the Power button to turn it “off,” but I just tried it, and it works if you let it go to sleep on its own or turn it off with the Power button. Just to be sure, you’re referring to the Alarm feature in the phone’s clock app, right? Greetings, GB
